The project aims at improving the policy framework and to support the administrative systems and procedures focused on efficient transfer of competencies to Local Public Administration (LPAs), decentralization and promotion of LPAs role in decision making. Together with the participation of civil society and community, the capacity of LPAs is developed in areas of strategic planning, monitoring and local public service delivery. LGID provided an international expert in fiscal decentralization. His job was to provide technical assistance services in the form of advisory notes, reviews and assessments on functional and fiscal decentralization reform in the country. He commented the various policy documents prepared for developing the national Decentralization Reform Strategy. The LGID expert drafted the activity plan for the project initiated by the Ministry of Finance on the following issues: 1. improving the revenue sharing system and increasing local government own revenues; 2. modernizing the grant allocation scheme; 3. developing new methods for supporting local capital investments, including a revision of the municipal borrowing framework and practice; 4. designing the legal and regulatory concepts for implementing the proposed changes. |
