Ulian Bilotkach
Mr. Ulian Bilotkach has over 16 years of
profound experience in project design and management in the area of
local government/municipal development with a strong focus on
effective, transparent and accountable governance, as well as in the
areas of municipal infrastructure investment, water/heating tariff
regulation, environmental protection, and water resources management.
He has gained most of his experience in Ukraine through his work with
government agencies and international donors. Mr. Bilotkach has an
excellent track record of managing projects in the municipal services
and other related areas. He managed USAID projects in Ukraine on
technical assistance to local governments, municipal utilities and
state agencies on municipal services, tariff regulation/setting and
utility restructuring; water resources programmes within the USAID
environmental project in Ukraine; and assistance to the Ukraine’s state
environmental inspectorate under the EU-Tacis project. Mr. Bilotkach
worked closely with state agencies and public utilities in Ukraine, as
well as with international donor organisations active in the country.
In particular, on behalf of USAID he has managed pre-feasibility study
for the EBRD Municipal Utility Development Programme in Ukraine in
eight municipalities, jointly selected with EBRD. Presently, he manages
projects under LGID contracts/subcontracts (USAID-funded projects in
Serbia, Bosnia, and Macedonia on municipal and local government
development, EU-funded Municipal Support Programme in Serbia).
Mr. Bilotkach has strong professional experience in business analysis and planning, which he gained through his work with municipalities and public utilities on strategic and investment planning, and through his work for LGID as the Executive Vice-President & Project Manager. Due to his extensive experience in managing projects funded by the EU and USAID, Mr. Bilotkach is well vested in the issues of financial management and project budgetary requirements, as well as project organisation and reporting. He possesses excellent skills in communication and report writing in English language.
